For purposes of this subchapter:
(1) The term “program” means the National Genetic Resources Program.
(2) The term “Secretary” means the Secretary of Agriculture.
(3) The term “Director” means the Director of the National Genetic Resources Program.
(b) Authorization of appropriationsThere are authorized to be appropriated such funds as may be necessary to carry out this subchapter for each of the fiscal years 1991 through 2012.
