Assistance in Controlling Locust Plagues in Africa; Authorization of AppropriationsPub. L. 95–424, title I, §120, Oct. 6, 1978, 92 Stat. 954, provided that: “In order to assist in attempts to control locust plagues in Africa, especially in the Horn of Africa, there is authorized to be appropriated to the President, in addition to amounts otherwise authorized for disaster relief purposes, $2,000,000, which amount is authorized to remain available until expended.”
