There are authorized to be appropriated to carry out this Act—
(1) 0,000 for fiscal year 1995;
(2) 0,000 for fiscal year 1996;
(3) 0,000 for fiscal year 1997;
(4) 0,000 for fiscal year 1998; and
(5) 0,000 for fiscal year 1999.
