Effective Date of Repeal; Termination of FundingSection 609(e) of Pub. L. 102–140 provided that: “Notwithstanding any other law, no funds shall be appropriated to carry out section 21A of the Small Business Act [15 U.S.C. 648a] after September 30, 1991, and such section is repealed October 1, 1992.”
