37-19-1. License required to engage in business. Any person, firm, or corporation engaged in the principal business of issuing, delivering, redeeming, or otherwise dealing in stamps, coupons, tickets, certificates, cards, or similar devices, hereinafter called trading stamps, redeemable in cash or merchandise within the State of South Dakota, shall first procure a license for the carrying on of such business.
