9-43-69. Use of moneys in expendable trust revolving fund. An expendable trust revolving fund may be established to be used only to pay, in whole or in part, the cost of improvements of the type for which the fund has been created and for which assessments are to be levied. Such moneys may be used both to pay the portion of the cost of such improvement assumed by the municipality and to advance the portion of such cost ultimately to be paid from collections of assessments.
