SECTION 45-14-2
§ 45-14-2 Adoption of implementing provisions. – Each city and town may by ordinance define the person or persons, firm, corporation, partnership, individual, assignee, trustee, or other person upon whom a charge is assessed, and may adopt any other ordinances, rules, or regulations that may be necessary to carry out the provisions of this chapter, and may impose a penalty or penalties for any violation of the ordinance, rule, or regulation.
