The manner [in which] the summons is served shall be prescribed by the presidents of the respective Houses of the Legislature through their regulations.
The summons may be remitted by regular mail, via telefacsimile, electronic mail, or handed in person to the witness or his authorized representative, by the Sergeant at Arms of the corresponding Body, or by personnel contracted for these purposes.
