(a) Department, dependency, or agency of the Commonwealth Government.— Any branch of the Commonwealth Government, except public corporations and instrumentalities, the Land Authority, as regards the agricultural and industrial production undertakings thereof and the University of Puerto Rico.
(b) Savings.— Salaries and wages not paid to workmen, employees, and officials.
