The Governor may, on his own initiative, decide that he shall carry out any public works entrusted to him, or the carrying out of which may have been directed for the benefit of any agency of the Government of Puerto Rico other than a municipality; and he may likewise direct that such agency shall transfer to him the funds appropriated for the said public works, in order that he may carry out such works.
