In determining the types of programs, activities, benefits, services or facilities that public or private institutions shall offer to the public, they shall not establish, adopt, incorporate or use criteria, norms, conditions, mechanisms or administrative methods the purpose or effect of which is to discriminate against persons with some type of physical or mental disability.
