It is hereby prohibited that any natural or juridical person who, on his/her own or through another, prevents, obstructs, limits, or excludes a person with disabilities from participating, being part or enjoying any of the programs or activities organized, sponsored, operated, implemented, administered or otherwise directed or conducted by any public and private institution, at any educational level, regardless of whether or not it receives financial resources of the Commonwealth.
