The Secretary of Labor and Human Resources shall see to the enforcement of this chapter. He may intervene in disagreements or conflicts arising between croppers and landholders with a view to reconciling the interests in dispute, and he shall prepare blank forms for sharecropping contracts in accordance with the terms of this chapter and shall furnish them free of charge to any person requesting them.
