The Farm Credit Security Fund shall be administered by the Secretary of Agriculture. The Secretary of Agriculture is hereby empowered to establish the requirements, norms, and regulations that shall govern the security of crop loans; to create in his Department the necessary organization for the administration and operation of the farm credit security; and to appoint and fix the compensation of the officers charged with the carrying out of the purposes of §§ 181—185a of this title without subjection to the personnel laws of Puerto Rico.
