It is hereby stated as a public policy of the Commonwealth of Puerto Rico to promote the development and more adequate use of its fishing resources for the benefit of the country. Fishing and aquaculture shall be promoted as important activities for the economic development and nutrition of the Puerto Rican people. The marine, lacustrine and fluvial resources of the country are hereby declared as the property and wealth of the People of Puerto Rico. The Government of the Commonwealth of Puerto Rico shall protect, administrate and regulate the use and enjoyment of this patrimony in behalf of the People of Puerto Rico.
