To evolve and effectuate the purposes of §§ 58—64 of this title, a revolving fund is hereby created in the Department of Agriculture of Puerto Rico with the sum of one hundred thousand dollars ($100,000) which is hereby appropriated from any funds in the Commonwealth Treasury not otherwise appropriated.
