The Secretary of Agriculture is hereby empowered to transfer to the Land Authority, with the approval of the Governor, the food production and distribution program created under Act No. 1, approved January 24, 1951, and the calcspar production and distribution program of the Bureau of Conservation of Agricultural Resources of the Department of Agriculture.
