The Secretary of Agriculture may transfer free of cost or at a lower price the foodstuffs he may acquire to commonwealth and municipal public institutions when in his judgment the public interest may so require due to the low prices or other unfavorable economic factors prevailing in the marketing of said products, when it is impossible to store same due to their perishable nature or when their storage for future sale is unadvisable or unfeasible due to the high costs incurred in carrying out said storage.
