Any transcriptions of records which follow the system set forth in § 25f of this title shall follow the norms established by applicable laws as if the transcription were made by a court reporter, for their final approval, except that the fees paid by the appellant parties for such transcriptions pursuant to the laws that govern the fees of court reporters, shall be for the benefit of the public Treasury.
