El Secretario tendrá facultad para aceptar la ayuda o cooperación de cualquier naturaleza, ya sea económica, en propiedad o en servicios, incluyendo donaciones, ya sean en efectivo, servicios técnicos o personales, o equipo que provenga de individuos, grupos de ciudadanos o entidades particulares, de instituciones con o sin fines pecuniarios, del Gobierno de los Estados Unidos de América, del Estado Libre Asociado de Puerto Rico, sus municipios o de cualquier instrumentalidad, agencia o subdivisión gubernamental, con el propósito de lograr la consecución de los fines de este capítulo.
