Se autoriza a la Junta de Calidad Ambiental a hacer una aportación y transferencia de veinte (20) millones de dólares al Fondo para la Adquisición y Conservación de Terrenos en Puerto Rico, de los recursos existentes en el Fondo de Emergencias Ambientales creado por la Ley Núm. 81 de 2 de julio de 1987. Esta transferencia se realizará no más tarde de 30 de septiembre de 2003.
