Cónsono con la política pública del Gobierno de Puerto Rico de promover y estimular al joven a formar parte del desarrollo socioeconómico de Puerto Rico, se crea el Programa de Justicia Juvenil y Prevención de la Delincuencia, adscrito a la Oficina para el Desarrollo Socioeconómico y Comunitario (ODSEC), al cual se hará referencia más adelante en esta Ley como el Programa.
