(a) Departamento, dependencia o agencia del Gobierno Estatal.— Toda rama del Gobierno Estatal, excepto las corporaciones e instrumentalidades públicas, la Autoridad de Tierras en sus empresas de producción agrícola e industrial y la Universidad de Puerto Rico.
(b) Economías.— Sueldos y jornales dejados de pagar a obreros, empleados y funcionarios.
