1529 - Right of tenant to recover payments.

     § 1529.  Right of tenant to recover payments.
        Any tenant who has made a payment to a utility on account of
     nonpayment of charges by the landlord ratepayer pursuant to this
     subchapter may subsequently recover the amount paid to the
     utility either by deducting the amount from any rent or payment
     on account of taxes or operating expenses then or thereafter due
     from the tenant to the person to whom he would otherwise pay his
     rent or by obtaining reimbursement from the landlord ratepayer.
