For the purposes of this section and ORS 243.854 and 243.855, "public employee" means officers or employees, classified, unclassified, exempt and nonexempt, of:
(1) State agencies.
(2) Community colleges.
(3) School districts and education service districts.
(4) County governments.
(5) City governments.
(6) Districts as defined in ORS 255.012 and any other special district. [Formerly 243.325]
