(1) In any individual case, commencing with the payment of public assistance, with the application for child support services under ORS 25.080 by an individual not receiving public assistance or upon receipt of a written request for enforcement of a support obligation from another jurisdiction’s Title IV-D of the Social Security Act child support program or an authorized foreign country as described in ORS 110.503 (5), the administrator may take action under ORS 25.501 to 25.556. The administrator and, as appropriate, the administrative law judge, may establish, modify and terminate support orders, require health care coverage for dependent children, collect child support and establish parentage of alleged genetic parents of children without presumed parents, acknowledged parents or adjudicated parents, as those terms are defined in ORS 109.002, other than the persons who gave birth to the children.
