Notwithstanding the provisions of ORS 475B.785 to 475B.949, rules adopted by the Oregon Health Authority under ORS 475B.785 to 475B.949 must allow for the provision, transfer and sale of usable marijuana as described in ORS 475B.136. [2016 c.83 §6]
