Section 470.565 - Loan applicant request for energy savings projection; processing of loan applications.

(1) At the request of a loan applicant, a primary contractor that is authorized to participate in the construction of small scale local energy projects financed through the energy efficiency and sustainable technology loan program may conduct an energy savings projection or similar evaluation for a property and conduct post-project verifications of energy savings in a utility service territory not served by a sustainable energy project manager.

(2) The State Department of Energy shall process a loan application submitted by an applicant in a utility service territory not served by a sustainable energy project manager in the same manner as an application submitted through a sustainable energy project manager.

(3) The department may approve an energy efficiency and sustainable technology loan for property located in a utility service territory not served by a sustainable energy project manager if:

(a) On-bill financing is available to the loan applicant through a local utility serving the benefited property; or

(b) The department and the loan applicant agree to an alternative method for ensuring repayment of the loan.
