Section 351.310 - Board's general financial power; appropriation of moneys received by board.

(1) The State Board of Higher Education shall control the use, distribution and disbursement of all funds, appropriations and taxes now or hereafter in possession, levied and collected, received or appropriated for the use, benefit, support and maintenance of the public universities listed in ORS 351.011 and offices, departments and activities under the control of the board, including the authorization of individuals to sign vouchers for the disbursement of funds for the various public universities, offices, departments and activities.

(2) All moneys, except moneys appropriated from the State Treasury for expenditure within a specified period of time, heretofore or hereafter received by or on behalf of the board, or any public university or office, department or activity under the control of the board, that are not otherwise appropriated by law, hereby are appropriated continuously to the State Board of Higher Education for the purposes for which such moneys were donated, granted or received, in accordance with any applicable law governing the use of such moneys.
