Notwithstanding the provisions of ORS 583.515 and in addition thereto, at the time, each March 1, when the State Department of Agriculture under a plan or system reallocates quota to producers, it is also authorized to include provisions allowing a producer to maintain the quota of the producer if the producer consistently produces and furnishes milk equal to or in excess of the quota of the producer. Such a plan or part of the system shall be considered if it is apparent a large segment of the producers are in agreement therewith and if such procedures will not seriously lessen or reduce the supply of milk needed for consumers and handlers thereof.
