Nonlicensed milk manufacturing plants shall file reports and information, in the manner and at the times required by the State Department of Agriculture in the proper carrying out and enforcement of the provisions of this chapter, of the purchases of Grade A milk and cream from handlers, producer-handlers and Grade A producers.
