(A) If the plans, drawings, representations, bills of material, and specifications of work, and estimates of the cost thereof in detail and in the aggregate, required in sections 153.31 to 153.35, inclusive, of the Revised Code, relate to the building of a courthouse or jail, or an addition to or alteration, repair, or improvement thereof, they shall be submitted to the board of county commissioners. If the estimated total cost of the project is greater than seventy-five thousand dollars, the materials also shall be submitted to the clerk of the court of common pleas, the sheriff, and probate judge, and one person to be appointed by the judge of the court of common pleas, for their approval. A project with an estimated total cost greater than seventy-five thousand dollars shall not commence unless approved by a majority of them. A copy of the materials shall be kept in the office of the board of county commissioners.

(B) A board of county commissioners may independently approve a project described in division (A) of this section that has an estimated total cost of seventy-five thousand dollars or less. The board may seek the advice of the clerk of the court of common pleas, the sheriff, and a probate judge, on the project.
