Within thirty days after the election of the directors of a railroad or telegraph company doing business in this state, the secretary of such companies shall forward to the public utilities commission a list of the officers and directors thereof, giving the place of residence and post-office address of each. If a change occurs in the organization of the officers or board of directors of a railroad or telegraph company, the secretary shall notify the commission of such change and the residence and post-office address of each of the officers and directors.
