It is unlawful for a telephone company found under section 4905.241 or 4905.242 of the Revised Code to be unable or unwilling to render adequate telephone service to continue operations within such area of inadequate service after the date on which a telephone company authorized under section 4905.241 of the Revised Code or ordered under section 4905.243 of the Revised Code institutes service therein.
