§ 4123.78. Recording of certificate of noncompliance.
 

If any employer fails to comply with section 4123.35 of the Revised Code in accordance with the rules of the administrator of workers' compensation, the administrator shall file with the county recorder of any counties in which the employer's property is located its certificate of the amount of premium due from the employer and that amount shall be a lien from the date of filing against the real property and personal property of the employer within the county in which the certificate is filed. The recorder shall accept and file the certificate and record the same as a mortgage on real estate and shall file the same as a chattel mortgage and he shall index the same as mortgage on real estate and as a chattel mortgage. The recorder shall make no charge for the services provided by this section to be performed by him.
