§ 2923.19. Failure to secure dangerous ordnance.
 

(A)  No person, in acquiring, possessing, carrying, or using any dangerous ordnance, shall negligently fail to take proper precautions: 

(1) To secure the dangerous ordnance against theft, or against its acquisition or use by any unauthorized or incompetent person; 

(2) To insure the safety of persons and property. 

(B)  Whoever violates this section is guilty of failure to secure dangerous ordnance, a misdemeanor of the second degree.

This section prohibits persons who acquire, have, or use dangerous ordnance from negligently failing to take reasonable measures to prevent its theft, or to prevent its acquisition by any person not authorized or competent to handle it, or to protect persons and property from harm. This would include, for example, the person who fails to securely lock his explosives storage shed, or allows an untrained workman to handle demolitions, or conducts blasting operations without taking necessary precautions to warn people away. 

Failure to secure dangerous ordnance is a misdemeanor of the second degree.
