136‑44.2C. Special appropriations for State construction.
Special appropriations for the construction of State highways may be used for the planning, design, right‑of‑way acquisition, and construction of transportation projects for the State Transportation System and Federal Aid System, including secondary roads, contained in the Transportation Improvement Program prepared pursuant to G.S. 143B‑350(f)(4). Funding from the special appropriations used for secondary road projects in the Transportation Improvement Program is not subject to the allocation formula and restrictions of G.S. 136‑44.2, 136‑44.2A, or 136‑44.5.
