§ 70. Construction.  This  chapter  shall  be construed liberally. The
  enumeration of any object, purpose,  power,  manner,  method,  or  thing
  shall  not  be  deemed  to  exclude  like  or similar objects, purposes,
  powers, manners, methods or things.
