500 - Application of this title.

NY Veh & Traf L § 500 (2015) What's This?
 500. Application  of  this  title.  Except  as  otherwise  expressly
  provided in this chapter, this title shall be exclusively controlling:

a. Upon the licensing and regulation of drivers; and

b. On their use of public highways.
