    * §  3451.  Regulations.  Notwithstanding  any other provision of this
  article or article twenty-three of this  chapter,  and  subject  to  the
  superintendent's approval of the rates and forms in accordance with such
  article,  the  superintendent  may promulgate regulations authorizing an
  insurer licensed to write workers' compensation and employers' liability
  insurance, as defined in paragraph fifteen of subsection (a) of  section
  one  thousand  one hundred thirteen of this chapter, to provide coverage
  as afforded under article six-G of the executive  law  in  a  manner  to
  effectuate the intent and purposes of such article.
