2660 - Request for state assistance.

§ 2660. Request for state assistance. 1. Should the chairman of the authority determine that state assistance is necessary for the authority to achieve its lawful goals, powers and purposes, the chairman may annually may make and deliver to the director of the budget, the chairman of the senate finance committee and the chairman of the assembly ways and means committee a request for financial support for the operation of the authority for the forthcoming fiscal year of the state. The request for financial support shall delineate the total amount needed by the authority from the state to achieve its lawful goals, powers and purposes, the source of all funds that the authority expects to receive from all other sources, and such other information as the director of the budget, the chairman of the senate finance committee and the chairman of the assembly ways and means committee shall require. 2. The state may appropriate and provide to the authority an amount of money it deems necessary to provide the authority to assist it in its successful operation and achievement of its lawful goals, powers and purposes. 3. Notwithstanding the provisions of any general or special law to the contrary, no part of such appropriations shall be available for the purposes designated until a certificate of approval of availability shall have been issued by the director of the budget and a copy of such certificate is filed with the comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee. Such certificate may be amended from time to time, subject to the approval of the director of the budget, and a copy of each such amendment shall be filed with the comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee.
