Article 28 - (825 - 831) UPSTATE AND DOWNSTATE NEW YORK TOURISM COUNCILS
827 - Definitions.

§  827.  Definitions. As used in this article, the following words and
  terms shall have the following meanings  unless  the  context  indicates
  another or different meaning or intent:
    1.  "Upstate  New York region" or "upstate region" shall mean the area
  of  the  state  outside  of  the  metropolitan  commuter  transportation
  district established pursuant to section twelve hundred sixty-two of the
  public authorities law.
    2.  "Upstate  council" shall mean the upstate New York tourism council
  established by section eight hundred twenty-eight of this article.
    3. "Downstate New York region" or "downstate region"  shall  mean  the
  area  of  the  state  within  the  metropolitan  commuter transportation
  district established pursuant to section twelve hundred sixty-two of the
  public authorities law.
    4. "Downstate council" shall  mean  the  downstate  New  York  tourism
  council established by section eight hundred thirty of this article.
    5.  "Expanded carousel center" shall mean that portion of the carousel
  mall located in the city  of  Syracuse  built  after  January  one,  two
  thousand  one,  and  before  October first, two thousand eight; but such
  expanded carousel center shall be deemed  to  exist  only  if  such  new
  portion  consists  of  a  minimum  of three million two hundred thousand
  square feet.
    6. "Fund" shall  mean  the  upstate  New  York  tourism  council  fund
  established in section ninety-two-y of the state finance law.
