    §  2406. Board of judges. 1. The judges of said court shall constitute
  the board of judges of the court.  The  judge  elected  from  the  first
  district  shall  be  the  president.  The meetings of the board shall be
  public, except when such board shall be in executive session, and so far
  as is practicable shall be  held  at  regular  intervals,  and  all  its
  proceedings shall be recorded by its secretary and shall be preserved. A
  majority of the members of the board shall constitute a quorum.
    2.  The  president  of  the board of judges shall preside and shall be
  entitled to vote at all meetings of the board.
    3. The board of judges shall designate a clerk of the court to act  as
  secretary  of  the board and from time to time substitute another.  Such
  secretary shall serve without  additional  compensation.  All  necessary
  disbursements  of the board of judges and the secretary thereof shall be
  a county charge and paid as other county charges.
