    § 88. Certified  copies  of papers filed to be evidence. Copies of all
  official documents and orders filed or deposited according to law in the
  department, or office of the commissioner, certified by the commissioner
  or by an authorized officer or employee of the  department  to  be  true
  copies  of  the  originals,  under  the official seal of the department,
  shall be evidence in like manner as the originals.
