    § 176. Holding  certificates  and  permits.  No person may at the same
  time hold a certificate as a common carrier and a permit as  a  contract
  carrier  authorizing  operation  for  the  transportation of property by
  motor vehicle within the same territory, unless for  good  cause  shown,
  the  commissioner shall find that holding such certificate and permit is
  consistent with  the  transportation  policy  declared  in  section  one
  hundred thirty-seven of this chapter.
