    § 409-l. Advisory board. An advisory board shall be established by the
  commissioner to assist in the development and implementation of the case
  management  provisions.  It  will be the responsibility of this board to
  assist in the development of various service models  that  local  social
  services   districts   shall   employ,  assist  in  the  formulation  of
  appropriate procedures for evaluating such case management services, and
  determine the fiscal impact of such services as defined in section  four
  hundred  nine-j of this title.  Appointments to the advisory board shall
  be obtained from public and private organizations providing teenage  and
  child welfare services.
