    §   337.  Responsibilities  of  state  departments  and  agencies.  1.
  Notwithstanding  any  provision  of  this  chapter  to   the   contrary,
  responsibility  for the operation and administration of work, employment
  and training programs  in  connection  with  the  programs  administered
  pursuant  to this chapter shall be vested in the commissioner subject to
  regulations, procedures and instructions of the department.
    2. The department is authorized to  enter  into  agreements  with  any
  state  agency,  social services district or other entity for performance
  of activities authorized under this title.
