    §  305.  Appeals  and hearings. If an application for assistance under
  this title is not promptly acted upon or is  denied  or  the  assistance
  granted  is  deemed  inadequate  by  the  applicant or recipient, he may
  appeal to the department in accordance with the  provisions  of  section
  twenty-two  of  this chapter. In scheduling investigations, local social
  services districts shall give priority to  applications  for  assistance
  under this title.
