    §  257.  Supervision; regulations. The department shall: 1.  supervise
  the administration of services for the aged, blind or disabled by social
  services officials;
    2. Make regulations necessary for the carrying out of  this  title  to
  the   end  that  services  for  the  aged,  blind  or  disabled  may  be
  administered uniformly  throughout  the  state,  except  when  otherwise
  required  or  permitted  by  the  department  with  the  approval of the
  secretary of health, education and welfare.
