                 SPECIAL PROCEEDINGS BY TENANTS OF DWELLINGS
             IN THE CITY OF NEW YORK AND THE COUNTIES OF NASSAU,
               SUFFOLK, ROCKLAND AND WESTCHESTER FOR JUDGMENT
           DIRECTING DEPOSIT OF RENTS AND THE USE THEREOF FOR THE
             PURPOSE OF REMEDYING CONDITIONS DANGEROUS TO LIFE,
                              HEALTH OR SAFETY
